A native of Arizona, Richard grew up in Phoenix, Arizona. He served in the US Army during the Vietnam era. He received the Army commendation medal and was a Bronze Star recipient in 1969. Richard attended St. John's College in Camarillo, California and graduated with a Philosophy degree. He went to Law school at the University of California at Davis, California. He received his Juris Doctorate in 1975. He is married to Mary La Paglia and jointly they own La Paglia Law Office. Richard has been in practice for 41 years. His primary focus of law has been immigration for the last 20 years.

However, based on the client's need determines the type of case he will handle. They can range from DUI, simple traffic to criminal charges pending against an immigration client.

Richard's experience comes from not only practicing a variety of cases but also as having been a City Magistrate Judge and as a Justice of Peace Pro Tempore. He has been appointed as a Justice of the Peace Pro Tempore for the last 15 years.

In addition, Richard served as a Deputy County Attorney in charge of the Child Support Division in the Pinal County Attorney's Office. He has also served as the Eloy City Attorney knowledgeable about city issues and advising the City of Eloy of matters pertaining to business. He also was a Staff Attorney for the Pinal-Gila Legal Aid Society in Coolidge, Arizona.
